You need to set an init.ora parameter for that. Can't remember the
name, but as all init.ora parameters are in the Oracle reference
manual, it shouldn't be too difficult to find it.

If i remember correctly .. its _TRACE_FILES_PUBLIC=TRUE
(hidden param underscore before TRACE) ...
