This problem was finally resolved by me updating the following line in the
sqlnet.ora file from:

SQLNET.AUTHENTICATION_SERVICES= (NDS)

To:

SQLNET.AUTHENTICATION_SERVICES= (NONE)

Then everything worked again...

It sounds like either NDS (Novell Directory Service) was selected as an
authentication method by accident during installation or the sqlnet.ora file was
modified incorrectly.

I had same problems while connecting to the database. I modified sqlnet.ora as mentioned and it is all working again.

But still I have not understood how sqlnet.ora got modified with the wrong entry.

Then you have an internal security problem you need to address.

SQLNET.ORA can only be modified by people that have access to the
server. Who are they? Why do they have access? Which one did it?

I have gotten so used to see this on 8i, 9i and 10g installs on Windows
that I have made it a point to check the sqlnet.ora file after sqlnet
has been configured --
