It certainly does, because oracle is able to obtain such information
during license audits. Various other licensing related info can be

view DBA_FEATURE_USAGE_STATISTICS and maybe even the one
that i'm looking for, but just don't know where to look.
It seems that asking oracle directly is the best way to go.
