'as-if' analysis

Hi all,
We've had a new requirement from our users where they would like to
perform ‘as-if' analysis on the data.
The users would like to go back to any point in recent time and view
the payments against bills within categorised monthly time periods
(i.e. 1-30, 31-60 etc).
I proposed that we would now need to keep a record of every bill and
payments linked to a timestamp are there any other design features
that I should be aware of?

The data warehouse is sql server. we then use an in-house designed web
tool to display the data. So the as-off analysis should be prepared
within the Data warehouse.
