A couple of items to check...
1- Active version of jre on the machine, go to a command prompt and type
"java -version" to test this. You will want 1.3 or higher
2- Delete the encryptkeypair, signkeypair and csk directories from within
<install location>\configuration and try again
3- Finally, if neither of the above work, try step 2 again but this time
remove the cogstartup.xml file (make a backup first). You will need to
input all of your credentials again in Cognos Configuration but it may get
you over the hump. Cheers
