When converting a FE which is better; opening a new black database and
importing the FE; or opening a copy of the old FE and letting Access convert
it?

it's best practice to move to SQL Server. Jet FrontEnd / Jet BackEnd
is a depecrated tech.

SQL Server is both front end and backend?

I would be to let Access convert it. HOWEVER, prior to converting, make
sure your code compiles and read http://allenbrowne.com/Access2007.html
(yes, it includes Access 2010) for some issues you may run into to.
