In an installation that has II_CHARSET set to UTF8, can netu negotiate
character sets in remote installations that are anything else but
UTF8?

Currently, when using UTF8, all clients (and the server) has to use
UTF8 too. Any connect from a non-UTF8 client to an UTF8 server or from
an UTF8 client to a non-UTF8 server is rejected.
There are plans to change this in the future ..
