Just double checked. We're both wrong. With PDQPRIORITY zero no
parallelism is enabled. PDQPRIORITY 1 or LOW enables parallel scans
ONLY. PDQPRIORITY 2 or greater enables fragment elimination, parallel
sorting, and MGM memory use.
