Has anyone tried to use perl's informix pm and php's pdo_informix
under Apache successfully?

Yes. The second option.
Currently pdo_informix is the method used by OAT to access the Informix
database, in a very easy way.
You could see some examples on the IBM Informix Developer´s Handbook.
