windows front end 2.10 on windows/xp

When I try to connect redhat by Four J's tool ' windows front end '.
I cannot login , It display "
Wtcp client term0 to 10.35.7.1 ,service 513 failed :
CONNECT_FAIL none

I already enabled readhat's login service which
located in /etc/xinetd/eklogin & klogin.

Anyone can help me ?
