according to IBM, apply fixpack3 will upgarde DB2 v7.1 to v7.2

Yup. I (for once, actually bothered to) read the installation notes
after having downloaded FP4 and it states that it requires FP3.

This is only the second time that I've ever seen IBM have a FP
prerequisite that is another FP.

It happened at Fixpak 3. We also did this in v5.2 (at fixpak 6).
