DB2 UDB V9.5 Lock wait event capability?

In the UDB V9.7 Fixpack 1 the Lock wait event is included.

Is this performance/bottlebeck assesment capability retrofitted in DB2
9.5 also and if so, in which FixPack?

I believe it is a event capability, not a monitor function.
