You probably want the Data Server Client from here:

You probably want version 9.7.5 (fixpacks are cummulative and can be used for initial install).

Start here:

Part 1 is about Installing the DB2 Client.
For Windows 95 you need to follow chapter 4.

Part 2 takes care of Communications.
For Windows 95, chapter 9 is your best option.

For an Advanced Installation and configuration, you can also choose for
Part 4, in which case you will need to follow chapters 17, 18 and 19.

By the way, I don't think IBM will support DB2 on Windows 95 anymore, so
you may consider the option of upgrading...

Cheers!
