need script to open .htm file on osx

I will have a runtime that includes a help.htm file. I cannot pre-determine
where the users
will choose to install this runtime. I need a script that when a button is
clicked launches the
help.htm file. The file will be located at the same root level as the
runtime exe.
I am using open url on windows but it does not work on osx.

Would the "Send Apple event" script step do that for you instead?
There's an option there for "open document".
