Format to "Reduce / Enlarge" it's images (keeping the proportions
correct), but that doesn't actually change the stored graphic itself.

The only way to physically change the graphic image itself would be in
a graphic application. You can probably control that using AppleScript
(or the Windows equivalent), depending on what application you use.
