Users shouldn't really ever be in Layout mode - maybe you mean Browse
mode or Preview mode.
The gadgets in the window's title bar are part of the OS (Windows or
Mac OS) and can't be controlled from FileMaker. There used to be a
plug-in for older versions of FileMaker, but it seems to have gone and
probably wouldn't work with new versions of FileMaker or the new OSes.
There might be another plug-in around, but I haven't seen one.
The best thing to do is train the users properly - which can be
difficult to do since Windows users seems to insist on having
everything "full screen".
