With a relation based on a global field on the left side and a multi key
field on the right side.

The multikey field on the right side is a text result calc field with
the calculation

YourKeyField
& ¶ &
"all"

Match this field with a global text field on the right side.

Base the portal on this relation and you will get the records with the
key field you put in the global field, or all records if you write all
into that field.

In FMP9 you need to set up a relationship to do the filtering.

You need to have fields in both related tables that pertain to the
desired filter, then set up the relationship accordingly.

FMP11 can do portal filtering without the need to set up a relationship
to do the filtering.
