Exporting records through the web -

I would like to use FileMaker Server to publish several large data
tables on the web. Two (non-technical) staff members need to be able
to create tables, import data, and create layouts through FileMaker
Pro.
End users need to be able to access the tables through the web. They
need to be able to select a source table, limit the rows through a
search, and then download the results to their local PC.
It looks like FileMaker and IWP can handle everything except the very
last step. The "Save as Excel" and "Export Records" script commands
aren't available in IWP.
I can devote programming resources to this early in the project, but I
won't have time to write code for every layout they add to the
database. Is there a general script, template, or technique I can use
to export search results to a CSV file through the web.
Thanks,
