Is there any way to prevent a user from being able to go into Find mode on a
particular layout? I have looked at the user privileges and do not see it
listed there.

This may not be practical, but...

You can set the menus for the privilegeset to "Editing Only". The drawback
is that they wouldn't be able to use Ctrl + F on ANY layout... but you could
provide buttons for those menu functions you want them to be able to use on
each layout.
