The last number is the OS return code:

1453 ERROR_WORKING_SET_QUOTA
Insufficient quota to complete the requested service.

Since the OS is actually running out of resources, you need to check
with MS to see what the next step should be. It may be that adding
memory is required, or reallocating other resources.
