Is there an Pervasive Monitor protocol public? Or does anyone have any
success in reengineering?

Yes. Get the Pervasive.SQL Software Developers Kit (free download) and
look up the Distributed Tuning Interface (DTI) and Distributed Tuning
Objects (DTO). The former is a low-level API call for accessing monitor &
configuration data, while the latter is an object-based way to do the
same.
