I am using PSQL 2000i SP3 on windows 2000 server.
I am intenting to write a web application with php on linux.

How should I connect from the php to PSQL in windows?

I'm not sure that what you want is possible. I would recommend
upgrading to a newer version, specifically PSQLv9, which comes with c
Linux client, and should do the job quite handily.
