Where can I get the basic version of Oracle 9i to study/practise SQL and PL/SQL?

Is the newer version 10 g much better than 9i?

technet.oracle.com you have to register which is free and can then
download Oracle software. The 10G database is not currently on general
availability - it is expected soon.
