That REALLY depends on a number of factors, including the company's
budget, O/S expertise, system availability requirements, as well as the
amount of data you're talking about.
If you're talking a basic development environment for 1-5 developers
doing basic JAVA development, a standard 3+ Ghz box with a GIG or 2 or
RAM, 80GB Hard drive, and Windows XP Pro would be fine.
If you're talking about a production environment with 5000 concurrent
users and huge, partitioned tables requiring 24x7x365 availability, you
could need a 4-node Real Applications Cluster on Linux with 16GB RAM
each and 1TB of shared storage with EMC BCVs (Business Continuity Volumes).
