Can anyone advise on the way forward to resolve a permission problem?

Details:
Publisher has publications configured with subscribers accessing snaphost files via FTP.
Subscribers were all configured for access to publications
All snapshot agents ran fine with snapshot files appearing on nominated ftp directory
However, when starting the sync, all merge agents displayed following errors:

The merge process could not update the list of subscriptions.
