Apologies for cross posting but couldn't get an answer on the other site,
maybe cos it was mainly non English.

So, I realise this may be a daft question but I'll ask anyway. Is it
possible to build a MS Access database and get it to dial a telephone number
by clicking on field or toggle button in a Database Form?

I'm fairly sure all you'd have to do is code up an OnClick event handler
(using VBA) for the telephone number field which would programmatically
interface with your modem to initiate the call. Not trivial but not rocket
science either.
