I'm not really looking for a "how to" (although if someone would like to

In my work I sometimes OK purchase requisitions and in some of them I
require a document for environmental impacts. What I'd like to do is set up
a database to store these reqs and have the database automatically send me
an email when the requests have gotten say 2 weeks old. Is this doable?

Yes.
Assuming the db is opened daily the autoexec macro could run a small
bit of code to that.
But I wouldn't store the docs in the db.
Leave them as docs or pdfs or whatever.
Only store the the path to each file.
The db stays small and people without the db can look at them.

If you use Outlook you would want to get a free utility called
ExpressClickYes. If you need it send me an e-mail and I'll dig up the
link and tell you why you need it.
